There are only two supervised drug consumption rooms, now called addiction treatment centers (HSA), in France. One is in Paris, the other in Strasbourg. They welcome the most vulnerable drug users: homeless people, far removed from any healthcare system. They were established in 2016. They are based on the need to reduce the risks associated with drug use by providing sterile equipment, a safe environment, and trained staff. The impact of these HSAs has been scientifically evaluated, preventing health complications for these vulnerable individuals. Contrary to the fears expressed by opponents when they first opened, they do not generate more crime in the neighborhoods where they are located. The trial period for these addiction treatment centers was set to end on December 31, 2025. A decree has extended this trial period for two years.
