The decree of December 24, 2025, fundamentally redefines nursing practice. It establishes, for the first time, the nurse consultation and broadens the scope of action for healthcare professionals, in a system long centered on medical prescriptions. We spoke with Alain Desbouchages, President of the National Council of the Order of Nurses.

The decree published in the Official Journal on December 24, 2025, formalizes a development that the nursing profession has been awaiting for years. Issued pursuant to the law of June 27, 2025, it clarifies the areas of activity and competence of state-registered nurses and defines, for the first time, the procedures for nurse consultations. In a system historically structured around the prescribing physician, this text marks a shift in the center of gravity of care. The theme of nurse consultations will be the central focus of the upcoming Nursing Conference, for which Alain Desbouchages, President of the National Order of Nurses, is one of the coordinators of the Scientific Committee. This event, which brings together the entire profession, will be held on March 25 and 26, 2026, at Paris Expo Porte de Versailles.
